Staff/Finance – Fall PEIMS Data Review

2.Getting Started #

STEP 1:  Log in to your OnDataSuite Account and verify account permissions

 

Please request any log in credentials- URL, username or password – from your local OnDataSuite System Administrator or click “log in assistance” on the log in screen.

Chrome is the preferred browser.

 

  • Access to the following  are required to review Staff/Finance data:
    • SSN- for TSDS Edits
    • Student Aggregate Totals
    • Staff Aggregate Totals
    • Staff Details
    • Finance
    • Restricted
      • Date of Birth
      • Staff Payroll
      • Staff Base Pay

 

Step 2: Verify Fall data is available for current year to review.

  • Check Fall Dashboard 
    • Verify Year is the current year  **If current year is not displaying or available to select,  contact ODS Administrator to request a current year Fall PEIMS file is loaded with the minimum data as noted in the File Center section of this handout. 
    • Check for a Fall PEIMS loaded message and the date of the latest upload.  **Note:  Verify with your ODS Administrator the frequency of file uploads. 

  • If a current Fall file is loaded – check for Staff and Finance data using the File Center:

  •  Keeping data current is key to accurate reports so please contact your OnDataSuite Administrator ( and/or PEIMS Coordinator) if a “fresh” file needs to be loaded.
  • Every time a new file is loaded it is a complete overwrite (wipe/replace) of the previous file.

 

Note: A “Prelim” file means that the data is NOT the “Final” file that will be sent to TEA therefore expect data to change.

3.TSDS Business Rules #

User will need  SSN (Social Security Numbers) access to view edits.

Additional options:

  • File Record Count  –  Summarized the file interchanges and extensions (subcategory) processed when loaded and EDITs are processed.  Check the counts on the following Subcategories for reasonableness .  *Note: this is a common area of incomplete TSDS files loaded when the HR/ERP system is different than the SIS system.

  • Business Rules List

  • Click on the count of Fatals, Warnings or Specials
    • Click on the Business Rule Number to see the what/who has triggered the error.

      • Excel All Detail option provides all Business Rules listed and the details associated with each in an Excel document.

 

Best Practice – make corrections in the Business and/or HR System and re extract/export PEIMS interchange files. Then upload new files into OnDataSuite.  

*Remember – ODS is a wipe and replace load so if Budget or Staff interchanges need to be loaded, they need to be loaded with Student interchanges to not delete previous Student data loaded  – and Vice Versa.  Reference KB article for details on Loading TSDS – PEIMS – District Level

4.Dashboards #

  • Fall Dashboard
    • Overview of Student/Staff counts reported at the LEA level or Campus.    All Students and Staff counts reflect counts as of SnapShot Date if file loaded after Fall PEIMS Snapshot date.  Counts include ADA ineligible students.  
    • Student Totals -View Snapshot totals. Info can assist with adjusting budget areas as needed.
      • Student Progams and Student Indicators- Ensure students are identified correctly for weighted funding.   *Verify the Students Not Enrolled on Snapshot.

    • Staff Information – based upon Responsibility Role ID and Auxiliary Role ID  AND Payroll Object Code

**Note – My Account – User Settings option to Show Description of codes and elements on fall dashboard enables the details on what criteria is used for determine the counts.

 

 

  • Campus Dashboards
    • NOTE:  Each of the three Campus Dashboards has a “hover over definition” feature for each column of data displayed.  Utilize this to understand what criteria/calcualtion is used to identify the data represented.  
    • Campus Organization – are all campuses accounted for?

    • Campus Student – Are student reported at all campuses?  If not, why?

    • Campus Staff  –  Are staff reported at all campuses?  If not, why?  Are staff reported at campuses with no students(previous view)?  
      • A comprehensive view of by campus teacher staff retention, mobility, new teachers.

5.Staff Reporting #

Utilize the OnDataSuite Staff resources to review and verify various aspects for Fall PEIMS Staff data reporting.

**Reminder – to view all the data elements associated with Staff reporting, your User Access must include the additional Staff Restricted Access areas of : Staff DOB, Staff Paryoll and Staff Base Salary.

 

Fall Staff reporting is reflected in various reports in the Staff, Finance and Accountability  sections of OnPoint.

5.1.Staff Data Validation Reports #

*Note: If you are unable to drilldown into some of the staff details and/or need access to staff salaries, verify your user profile permissions have the full staff access granted.

 

Staff Data Validation Reports – All reports are based upon Fall PEIMS reporting.

  • Reference the Tools – Report Info on each report for details on the calculations and report purpose.

 

  • Fall CTE Class Service ID’s With Less than 45 Minutes
    • Summary: This report will trigger a list of CTE courses who do not appear to be meeting for the 45 min per days required for funding, along with the campus, teacher, service ID, and minutes associated with the class.
    • Usage: Locate CTE courses that are not eligible for funding. Check to ensure minutes were entered into SIS correctly for accurate reporting and if so, then strive to extend the length of minutes for each course in order to claim funding.
    • Minutes Per Day – Calculated by taking the 30090 Responsibility Monthly Minutes (E1057) / 20 Days (number of days for the 4 weeks in Oct)

 

  • Inaccurate Role ID Report to PEIMS
    • Summary: This report produces an error listing of staff members who have inaccurate role id reporting.
    • Usage: Review report to see who is being inaccurately coded in either Role ID or Auxiliary Role ID according to the combination of staff object codes and role ids being reported in the PEIMS fall submission. It is possible that payroll object codes might also need to be modified to eliminate inaccurate coding.
    • Staff members who have the following error conditions will appear on the report
      • Both Role ID and Auxiliary Role ID Blank
      • Staff type = 3 and an Auxiliary Role ID
      • Only Object 6119 and an Auxiliary Role ID
      • Only Object 6129 and a Role ID that is not equal 033 or 036
      • Object 6119 and 6129 and Only Role ID (not equal 033 or 036) or Only Auxiliary Role ID
      • Object 6119 and 6129 and Role ID = 033 or 036 and an Auxiliary Role ID

 

  • Payroll to Responsibility Campus Mismatch
    • Summary: This report displays staff who have a different campus(es) between the payroll and responsibility records.
    • Usage: Review report to ensure appropriate coding of either payroll org codes or responsibility records.
      • *NOTE – this report only looks at staff with Responsibility Records AND Payroll Records – Auxiliary Staff are not included. 
      • Org/Campus codes are compared between the 30060(Payroll) and 30090(Responsibility) and if not completely equal (every campus has a match in the opposite record), staff will be included in the report.
  • Payroll PIC to Responsibility Pop Served Mismatch
    • Summary: This report displays staff who have certain payroll program intent codes where the responsibility population served codes might not match up. It uses the 30060-Payroll records as the base to compare to the 30090-Responsibility records.
    • Usage: Review report to ensure appropriate coding of the payroll program intent codes and the responsibility population served codes. Use export to Excel to remove combination codes that are accurate for your LEA leaving those combinations that need to be modified.
    • Staff will be included in the report if:
      • At least one payroll Program Intent = 11-Basic Educational Services and all responsibility Population Served <> 01-Regular Students
      • At least one payroll Program Intent = 21-Gifted & Talented and all responsibility Population Served <> 04-Gifted & Talented Students
      • At least one payroll Program Intent = 22-Career & Technical and all responsibility Population Served <> 05-Career & Technical Students
      • At least one payroll Program Intent = 23-Svcs to Stu w/Disabilities and all responsibility Population Served <> 06-Special Education Students
      • At least one payroll Program Intent = 24-Accelerated Education and all responsibility Population Served <> 07-ESL Students AND <> 03-Compensatory/Remedial Ed Stds
      • At least one payroll Program Intent = 25-Bilingual Ed/Special Language and all responsibility Population Served <> 02-Bilingual Students

 

  • Responsibility Pop Served to Payroll PIC Mismatch
    • Summary: This report displays staff who have certain responsibility population served codes where the payroll program intent codes might not match up. It uses the 30090-Responsibility records as the base to compare to the 30060-Payroll records.
    • Usage: Review report to ensure appropriate coding of the responsibility population served codes and the payroll program intent codes. Use export to Excel to remove combination codes that are accurate for your LEA leaving those combinations that need to be modified.
    • Staff will be included in the report if:
      • At least one payroll Program Intent = 11-Basic Educational Services and all responsibility Population Served <> 01-Regular Students
      • At least one responsibility Population Served = 01-Regular Students and all payroll Program Intent <> 11-Basic Educational Services
      • At least one responsibility Population Served = 02-Bilingual Students and all payroll Program Intent <> 25-Bilingual Ed/Special Language
      • At least one responsibility Population Served = 03-Compensatory/Remedial Ed Stds and all payroll Program Intent <> 24-Accelerated Education
      • At least one responsibility Population Served = 04-Gifted & Talented Students and all payroll Program Intent <> 21-Gifted & Talented
      • At least one responsibility Population Served = 05-Career & Technical Students and all payroll Program Intent <> 22-Career & Technical
      • At least one responsibility Population Served = 06-Special Education Students and all payroll Program Intent <> 23-Svcs to Stu w/Disabilities
      • At least one responsibility Population Served = 07-ESL Students and all payroll Program Intent <> 24-Accelerated Education

 

  • Special Education Grade Level Staff Verification
    • Summary: This report displays staff who are coded as teaching or assisting special education classes.
    • Usage: Review report to ensure appropriate coding of the Grade Level Staff element for the teachers and educational aides who are teaching a special education course.
      • Per TWEDS:
         GRADE-LEVEL-CODE (E0017) indicates the current grade level of the students being served.
        For StaffResponsibilitiesExtension, GRADE-LEVEL-CODE will only be reported for teaching and paraprofessional staff that provide services to Special Education students. GRADE-LEVEL-CODE will only be reported for Teachers (ROLE-ID 087), Substitute Teachers (ROLE-ID 047), and Educational Aides (ROLE-ID 033) serving special education students (POPULATION-SERVED-CODE 06).
        For Special Education (POPULATION-SERVED-CODE 06) Teachers (ROLE-ID 087), Substitute Teachers (ROLE-ID 047), and Educational Aides (ROLE-ID 033) who serve more than one grade level in the same class, report at least one StaffResponsibilitiesExtension per grade level range below:
        • EE-PK – 1 record
        • KG-12 – 1 record
        When a Special Education Teacher, Substitute Teacher or Educational Aide serves a class that is a mixture of more than one grade in one of the above ranges, choose one of the grade values to report, and divide the MONTHLY-MINUTES based on the percent the teacher, substitute, or aide serves each grade level range listed above.
    • Report Default is to display All rows on the following staff:
      • Role ID = 047, 087, or 033 AND Population Served = 06 (Special Education Students)
        • OR
      • Grade Level Staff Not Blank
      • Each class is displayed on a separate row (multiple rows per staff member)
    • Use Report Filter to display Errors Only
    • *Note: Goal is to see All Rows of SPED only that are correct and No Rows on Errors Only view.

 

5.2.1.Staff Custom Reports #

Staff Custom Reports are categorized in four primary areas:

  • Staff FTE Reports 
    • Review the Report Info for details such as:
      • exclusion or inclusion of SSA Staff
      • reporting Responsibility Role ID
      • reporting Auxiliary Role ID
      • reporting tied to other factors such as Payroll object code 6119 or 6129
    • Variances to TEA reports may occur based upon rounding, truncating and number of decimal places in reporting.  If in doubt of any variances, please submit a ticket for review including TEA report. 

    • Staff FTE Counts and Salary Report 
      • Compare to Fall TSDS PDM1-110-004 (TSDS PEIMS Staff FTE Summary)
        • Total Staff (FTEs)
        • Average Actual Salaries
      • Report Defaults with Role ID Details per section.  Use Details Toggle for category totals only view.  
      • Multi-Year filter selection available for comparisons.

    • Student/Teacher FTE Ratio – Potential Indicators of Finance Problems
      • Excludes SSA staff
      • Teachers reflect Role IDs 087 AND 047
      • Last 5 years of data (use fitler to selct a fewer number of years)

 

    • FTE by Role
      • Responsibility Role IDs ONLY (no Auxiliary Role IDs reflected)
      • All Staff including SSA Role IDs
      • Student/Staff Ratio by Role ID

  • Teacher Summary Reports
    • Reports based upon Responsibility Role ID =087 (Teacher) and/or 047 (Substitute Teacher)

    • Elementary Teachers Counts by Grade Level RangesSummary: This report does a unique count of teachers for elementary grade level ranges across multiple years by campus. The regional level displays the counts by LEAs.Usage: Teacher counts by grades can be used for grant opportunities, longitudinal trend review, or other reporting requirements.
      • Grade Range filter (slider)
      • Defaults to 3 years , multi-year filter option
      • Filter for SE/SR service ids

 

    • Teacher FTE by Years Experience

Summary: This report displays teacher years of experience ranges by core subjects with FTE counts and percentages for multiple years along with graphical representations of the data.

Usage: Use this report to analyze teacher year’s experience rates by core subjects at the district or campus level.

      • Teachers  – Role ID E0721 = 087 or 047
      • Years of Experience – E0130
        • Beginning Teachers – E0130 = 00
        • 1-5 Years Experience – E0130 Between 01 and 05
        • 6-10 Years Experience – E0130 Between 06 and 10
        • 11-20 Years Experience – E0130 Between 11 and 20
        • Over 20 Years Experience – E0130 > 20
      • Subjects – Uses predefined table with core subjects attached to teacher responsibilities service IDs (E0724)
        • Core Subject areas:  Readling/ELA, Mathematics, Science, Social Students and Other

      • Drill down on Years of Experience ranges to see Subject percentages

 

    • Teachers Salary By Years of Experience

Usage: Review report to evaluate teachers by years of experience. Look for reasonable count, FTE and actual base salary variance. This report can also be used to review change in actual average salaries by years of experience for teachers.

      • Teachers ONLY (Role ID =087)
      • Drill down on Number and FTE totals for detailed staff list. *Note: if user account permissions for Staff Payroll information is allowed then the drilldown will include the individual staff salary used in the calculations.

 


 

  • Staff Responsibilities
    • Primarily staff lists based upon Responsibility record reporting

    • Fall Staff Role ID Review

Summary: The Fall Staff Role ID Review displays staff role ids (Professional and Auxiliary) counts as of the October snapshot date from the fall PEIMS submission. A difference column compares year to year increases/decreases. when 2 or more years are selected.

      • Staff Responsibilties (Professional) are reported on the 090 record (StaffResponbilitiesExtension)
      • Staff Responbilities (Auxiliary) are reported on the 050 record (StaffEducationOrgEmploymentAssociationExtenstion)  – Not reported at the Campus level
      • Additional featuers under Tools drop-down:
        • Hide Zero Value Rows to hide null or zero value rows for years selected (zero rows are highlighted in red)
        • Show Zero Value Rows to show null or zero value rows for years selected (default)
        • Turn on Heatmap to see hotspots/data swings at the district or campus level.

 

    • Staff Responsibility Review
      •  Use this report to review payroll account codes matching to service IDs to ensure accurate payroll and responsibility reporting to PEIMS.
      • Based upon Responsibility Role ID only – no Auxiliary Staff Role IDs included.

 

    • Staff Total Monthly Minutes

Summary: This report lists the total monthly minutes for staff’s responsibility records in the fall. It includes drill down capability to review individual responsibility records.

Usage: Use this report to examine staff’s total monthly minutes, including extremely low or extremely high values, for ensuring accurate reporting of PEIMS data extracted from the SIS master schedule.

 


 

  • Staff Miscellaneous Reports

    • Contracted Instructional Staff – This report lists the information reported in your Fall PEIMS file on record 055 (Contracted Instructional Staff complex)
      • Per TWEDS: PEIMS collects financial information on each district’s professional contracted instructional staff. These staff are paid from function 11 only. Such staff are contracted teachers, speech therapists, occupational therapists, physicaltherapists, and any other professional staff working in a classroom on a dedicated basis. The total FTEs by campus within program intent code are reported.

        Contracted instructional staff are not regular classroom teachers who have signed a contract with a district, nor are they shared services arrangement employees. Rather, these are instructors for whom the district has entered into a contractual agreement with some outside organization. Through the contract, the outside organization has committed to supplying instructional staff for the district. They are never employees of the reporting school district.

 

    • Fall All Staff Detail Report

This report displays all fall PEIMS staff records with human resource information including role ids and auxiliary role ids.

      • Note:  Use to identify staff reporting both Responsibility Role IDs and Auxiliary Role IDs – verify reporting.   Sort on Auxiliary Role ID or Export to Excel and filter on Auxiliary Role ID.

 

 

    • Fall PEIMS Checklist

This report is located under Student and Staff.

      • Default report requires Years and Material Difference filters to be set.  Recommend using a material differenct filter greater than default 5% to identify (highlights) major variances between years.  

Note the beginning sections of the report related to Fall Staff reporting.   This report is the only report that currently reports Teacher FTEs by Pop Served (reconcile with PDM1-110-004).  

 

    • Role/Auxiliary Role ID Gender/Ethn Summary Report

Use this report to review data or for reporting requests of staff roles by ethnicity or gender.

      • Note: Employees who have multiple role IDs will be counted in every one of the roles reported.

 

    • Staff Retention Rate

Report provides retention rates for the district and campus levels for role ID selected based on staff counts.

The report will initially load most latest Fall file loaded and showing the Teacher (role ID 087) retention rates.

      • The calculation is the number of staff for the role ID selected who returned the subsequent year / the number of staff for the role ID selected in the prior year.
        • Note: It requires that a staff member is labeled with the same role ID in both the prior and current year’s Fall PEIMS Submission to be included in the retention rate. Additionally, if specific Program Intent or Population Served Codes are selected in the filter, the staff member must be in the same code for both prior and current year.
      • Filters:
        • Multi select Campus filter based on 30090-Responsibility records (Defaults to All Campuses)
        • Multi select Program Intent Code-E0320 (Defaults to all PIC)
        • Multi select Population Served Code-E0747 (Defaults to all pop served)
        • Single select Role ID-E0721 (Defaults to 087-Teacher)
        • Multi select year (Defaults to most recent staff year loaded)
          • Example below is a Multi-Year comparison

 

5.3.Staff Report Center #

Utilize the Staff Report Center to create your own Ad-Hoc reports.

Example:  Use the Report Center to analyze Program Intent Code distribution and changes based upon TEA FASRG 18 updates as reflected in TWEDS:

 

    • Payroll Accounting-(Fall)

Payroll Fall Accounting – School Years (if you do not select it pulls all years )

Criteria 1= Program Intent

  • Responsibilities – (count of records)
    • Criteria 1 = “Role ID”
    • Criteria 2 = “Highest Degree Level” filter = “(0)- No Bachelor’s degree or higher”

Italicized Criteria Options  – Note-Custom Calculated Criteria not found in PEIMS include:

  • FTE Per Record – The measure of the extent to which a person occupies a full-time position, or the portion of time spent in that role by part-time staff.
  • FTE Total – If the number of days employed (E0160) is greater than or equal to 187, the FTE is a decimal number created by taking the percent of days employed (E0760) divided by 100. If the number of days employed is less than 187, the FTE is a decimal number created by taking (percent of the days employed / 100) x (the number of days employed) all divided by 187.
  • Inaccurate Role ID – A staff member who is being inaccurately coded in either Role ID or Auxiliary Role ID according to the combination of staff object codes and role ids being reported in the PEIMS fall submission.
  • Staff Student Grade Level – On Class Roster Fall, this uses student teacher link of Class ID to get grade off of the Student School Enrollment Interchange. It is a combined field for all students’ grade levels within a specific service id for that teacher.
  • Submission – Select the PEIMS submission(s) from which to pull data.

5.4.Staff Profile #

COMING SOON:    Staff Profile Updates:

Staff Overview being redesigned and will incorporate a Print Staff Overview option that will be similar to TSDS Staff Profile reports of all Staff Fall data reported on one page.

Employment History updates to include additional employment elements, such as Staff Type, Highest Degree, Total Prof Years Expereience, etc.

6.Budget Review #

Finance Custom Reports: 

  • Review Budget Review Reports
    • Budget Expenditures by Function and Object Class 

Summary: This report is based upon PEIMS Budget information and is designed to provide a Fund Function Object Matrix report similar to the TEA TSDS PDM1-100-011 report.

Usage: Use this report to crosscheck and verify your Fall PEIMS Budget submission matches your board adopted budget. The various filters allow you to analyze and look at your board adopted budget as submitted to PEIMS throughout the year.

      • Year filter (Default latest PEIMS file loaded) – single year selection filter
      • Fund Code filter (Default all funds reported) – multi-select filter providing by fund details
      • Organization Code filter (Default all org codes reported) – single selection filter
      • Program Intent Code (PIC) filter ( default all PIC codes reports) – multi-select filter

 

  • Review Budget Review Reports
    • Budget Revenues by Fund and Object 

Summary: This report is based upon PEIMS Budget information and is designed to provide a Revenue Fund Object Matrix report for Fall PEIMS review and comparions.

 

  • Review Financial Well Being Reports
    • Total Staff and Total Student by School Year 

      Summary: Displays total staff count and total students across years.

      Usage: Review for accuracy. Compare student growth or decline to staff growth or decline.

        • Total Fall Student Membership count : ADA Codes E0787 1-9 (Excludes students coded 0 – enrolled, not in membership)
        • The Staff FTE calculation excludes SSA staff.
        • Default reflects all years of Fall PEIMS data loaded in OnDataSuite.
        • Use the Year filter to limit the range of years to view.

 

  • Review Shared Service Arrangement Reports
    • Shared Service Membership

 

  • Review Summary of Finance (SOF) Reports – Student Funding Detail Reports

    • HB3 Compensatory Education – Eco Dis/Census Tiers
      • This report’ only includes student’s with a  Census Block Group assigned.
      • To ensure students are not missed or falsely included, the two Fatal Edits should be resolved.
        • Fatal Edit : 40100-0190 checks for missing Student Census Block Group numbers on eligible students
        • Fatal Edit : 40100-0191 checks for Student Census Block Group numbers reported on ineligible students

  • Throughout the year this will always provide a “static” picture of the budget approved at the beginning of the year.
  • Upper right change to previous years for a quick historical comparison.
