OnDataSuite 2021 (A-F) Accountability Training

Training Overview

This training will cover all of the state A-F accountability sections of OnDataSuite. Additional topics will cover the uploading of files, the reconciliation of an associated files, the A-F domain models, the RDA updates and the 110% report.

 

2021 Accountability Year – Update

2021 rating label Not Rated: Declared State of Disaster. 

OnDataSuite A-F displays for the reported 2021 accountability cycle will still calculate data based on the latest 2021 accountability manual specifications but we will not calculate a predicted A-F value. A value MAY be displayed based on associated uploaded data from different locations in your file center as we will not be modifying the calculation codes for the 2021 year due to the COVID 19 pandemic affects on state testing.

 

Required File Center Files

The following are required file uploads into your OnDataSuite file center that are used to calculate A-F report values:

Local SIS Files
(Requires five (5) historical PEIMS/TSDS uploads as per TEA Appendix H page 129 requirements.)

TEA TEASE/TEAL Files
These files are derived from district TEASE/TEAL accounts

Final Grad and Dropout Rate (4,5 & 6 Year used in A-F to determine Grad Rate)
This calculation will require that you load both the current and prior year 4 year grad rate in order for us to calculate the Federal Graduation Rate

CCR Verifier File
When uploaded, the CCR Verifier file will supersede the OnDataSuite calculated values displayed in the A-F Domain 1 calculation

State Assessment Files
Please load at a minimum the last two years and include all updated files.
Alt files are uploaded into the appropriate 3-8 or EOC section.

These data are derived directly from the college board data files and adhere to the latest college board specified data file format requirements.

File cannot be compressed or zipped.
This file is a TXT file provided by College Board.
NOTE: SAT does provide an .xlsx ‘COHORT’ File. This file CANNOT be loaded into your file center. 

Districts are encouraged to utilize the OnSync method of autoloading SAT scores. For more information on how to set up OnSync please refer to our manual here:

ACT Website Information
Because the file formats change from year to year we recommend visiting the most recent ACT Resources page for each administration to ensure your data file matches the yearly file format specifications.

IMPORTANT NOTE ABOUT THE ACCEPTED ACT DATA FILE  (Posted 10/03/2021)
As of 9/20 it has been confirmed that ACT is no longer providing results to districts via CD but has now switched to their new ACT Success online portal. At this time OnDataSuite DOES accept files created through this system and districts must build their file exactly as shown in the instruction manual. We have heard that as of 10/03/21 ACT has now started to provide districts with a file that follows a standardized data file format. We are seeking to confirm that this is accurate and if it is, we will quickly create a parser and phase out the current requirement of having a district build their file.

For districts loading past year (Pre 2020) data from CDs, districts will need to locate and upload the data CD provided by the college board.

Due to annual changes in the ACT data file format, OnDataSuite requires users to specify an associated testing year during the upload process. The year ranges the ACT file provides are specified within a date range that may not correspond to a districts calendar year.  Please use caution when assigning an associated year.

 

 

TSIA
This file requires that you build it using the College Board report builder. We have a specific data file format here: OnDataSuite TSIA file format requirements

CCR EWS Supplement
This will be a locally created excel spreadsheet file that will allow districts to indicate students eligibility for Industry Based Certification, IEP, Armed Forces, OnRamps and Level I/II Certification in the absence of these coded values in the current year PEIMS file.

Understanding What This File Is For
The following columns displayed in the CCR Early Warning System are dependent upon a future PEIMS upload files to determine if a student is eligible for CCR point accumulation:

  • Industry Certification
  • IEP
  • Armed Forces This field is still available in the template but even if populated it will not have any effect on the A-F point accumulation
  • OnRamps (Added 07/20)
  • Level I/II Certification (Added 07/20)Possible future updated fields to supplemental file

Future additions to supplement file in 2021

    • Potential College Prep Math
    • Potential College Prep English
    • TSI Math outside of district
    • TSI Reading outside of district
    • SAT Outside of district
    • ACT Outside of district

As these files are typically uploaded and confirmed by the following year’s October Fall PEIMS submission as leaver graduates, these areas may not form an association in time for districts to have a preliminary view of their upcoming affect on accountability.

OnDataSuite has developed an other ( ‘S’ ) alternative file upload procedure for districts who would like to create an indicator to show preliminary point accrual for these areas.

Understanding What This File Affects
The uploading of this file will only affect the CCR EWS report. Upon its upload it will create an column indicator value of ‘S’  to signify that the district has uploaded a place holder value other than the standard Yes (‘Y’) or No (‘N’) column value associated with a PEIMS confirmed record on file.

By its nature the CCR EWS report was created to only show associated values from confirmed data sources such as PEIMS or the College Board data files that meet the CCR benchmark requirements and display results as either a Yes ‘Y’ or No ‘N’ in the columns.  The association of the CCR EWS Supplement file will thus display a value of ‘S’  on the report and will grant a point value of ‘1’ in the CCR EWS Met column indicating that this value has been granted from an over-ride and not from a calculation.

Note: Once a PEIMS file for the following year’s Fall submission has been loaded with leaver graduates, the ‘S’ values will no longer be utilized.

File Association and Definitions

ODS Calculated Values (Used in absence of TEA CCR upload file):
This component combines uploaded PEIMS, AP, IB, SAT, ACT, and TSIA (Accuplacer) data files of all graduates to check who MET any of the listed requirements below.

*** Items annotated below are calculated values derived from PEIMS files that will require five (5) historical PEIMS / TSDS uploads into the system (2016-17, 2015-16, 2014-15, and 2013-14 School Years) as per TEA Appendix H page 129.

CCR Early Warning System (EWS) File Dependency Crosswalk can be located in the report notes section of the EWS report.

Data Reconciliation

Data Reconciliation 
Data reconciliation may be required for student records that are derived from sources other than PEIMS or your State Assessment files. Outside entity files such as the College Board are not matched to your local data set by TX Unique ID or SS#. They are matched by a first, last, date of birth combination. If the files that you upload cannot find a match, they will need to be reconciled in OnDataSuite. 

To get to your reconciliation list, please enter the file center and click on the ‘Data Reconciliation’ tab in the black sub-bar.

 

You will be taken to a list that shows a total error count by file name. To drill down to the student lists you will need to click on the Error Count value hyperlink.

 

After you click on the Error Count you will see your list of students that did not have a match to your local PEIMS file.  To begin the process of reconciliation click on a student Temp Assigned SID.

While reviewing an individual student, you will a search box with the current student data found. 

You can click on the downward facing arrows to cut/paste the first name, last name and dob fields from the top found set down to the search box fields.  Once you have copied these fields down to the search area click the ‘search’ button. This will search your OnDataSuite database for any students that have a similar first, last and date of birth. 

Once you have determined that the student in question has a match, you may then click the green ‘Copy Data’ link located in the Update Data Reconciliation column. This will now associate your uploaded file to your current data set.

Domain 1 Summary Report

STAAR Component Details

  • Overview of assessment level totals for all subjects combined at the approaches, meets and masters levels.
  • Achieved STAAR raw score, associated scaled score and calculated weighted point value.

CCR Component Details

  • Achieved CCR raw score, associated scaled score, calculated weighted score, minimum size requirement, method used to achieve value.
  • Method will be listed as ‘TEA’ only if TEA CCR files have been uploaded into the file center
  • Method will be listed as ‘ODS’ if values are derived from calculations using independently uploaded data files in lieu of CCR files.

Graduation Rate Component Details

  • Achieved Grad Rate raw score, associated scaled score, calculated weighted score, minimum size requirement, method used to achieve value.
  • Method will be listed as ‘GRAD’ only if TEA 4,5 and 6 year longitudinal cohort files have been uploaded into the file center
  • Method will show as blank and calculated annual dropout rate will be used in lieu of TEA 4,5 and 6 year supported data.
  • The better rate of the last 3 years from TEA will be used

Final Scoring

  • Domain scaled score determined by total weighted points to scale score conversion
  • Performance rating reflective of state scale score to grade conversion

STAAR Component Details

  • Breakdown by subject, number of assessments, not met, approaches or above, meets or above and masters or above
  • Total percentage points achieved value
  • Calculated achieved RAW score

CCR Component Details

  • Number of graduates without any CCR Indicators
  • Number of graduates who accomplished at least one of the CCR indicators
  • Number of annual graduates
  • All CCR results are calculated from independent raw data files uploaded into the file center UNTIL you upload your TEA CCR file. After you have uploaded your CCR file, all CCR related calculations will be superseded by the state list values. 
  • Prior to uploading the state CCR file, you will only see one box titled “(CCR) College, Career, Military Ready From: ODS – Raw Data Files”
  • After uploading the state CCR file, you will see a secondary box titled “(CCR) College, Career, Military Ready From: TEA”

Graduation Rate Component Details

  • The better of available three year graduation or dropout rates will be displayed
  • Number of graduates in the class
  • Number of students in the class
  • All student percentage

Total Student Achievement Domain Calculation

  • Overall component STAAR, CCR, Grad Rate display
  • Weighted point values
  • Calculated scale score value
  • Calculated associated domain rating

Domain 1 CCR Drill Down Detail Report

To see the detailed report click on the Total Graduate count in the CCR summary section

  • Drill down to lists of students who have accomplished at least one of the CCR indicators
  • Drill down to lists of number of graduates without ANY CCR indicators
  • Column values will return a ‘Y’ or ‘N’ value for the following items:

CCR Early Warning Detection System

CCR Early Warning System (EWS)

  • Located under the State: Accountability section
  • The difference between A-F CCR report and CCR EWS system is that we have removed all bound restrictions to allow districts to search for all students regardless of grade level
  • This report relies heavily on all required files to be uploaded into the system

Filter Features

  • Year

  • Grade (Default returned find is 9-12)
  • Graduation Status (Will only populate with prior year PEIMS/TSDS Confirmed fall submission values)
  • All CCR – Show all students with and without CCR points
  • CCR Met – Only students that have a met value greater than zero ( 0 )
  • CCR Not Met – Students that have not achieved any CCR points to date
  • Filter by Criteria (Allows for filter of several individual column values)
  • Focus List (Option)
  • Filter option to compare to TEA Tracker or Verifier file. All files will be uploaded as wipe-replace with the final uploaded VERIFIER file used when it has been uploaded.

4 Year Grad Rate

  • Calculated 4  year grad rate from uploaded TEASE/TEAL 4 year TEA longitudinal file. We do not calculate a predictive 4 year grad rate at this time.
