1.110 Percent Report #

STAAR 110 Percent Report

This report finds all current year students coded in PEIMS as At-Risk that had a failing grade in the prior year STAAR assessment file. The listed report will provide columns to show the previous year associated failed assessment values

Immediately following the previous year column values, the list will report any new test value that has been uploaded into the system by associated tested subject.

Example: If a student failed EOC Biology in Spring and Fall of 2016 it will list the last fail score value of the previous year as Failed Month: Fall. It will then look at the latest test scores available to determine if the student tested in the subject again.

NOTE: In cases where the assessment instrument differs from the previous year the associated new test score will be matched by assessment instrument.

Example: If a student failed STAAR 3-8 Reading and passed Eng 1 EOC the next year they get a Y for meet

 

110% Prior to current year association crosswalk

Attention: The 100% report has been updated to now reflect a students 110% met value only if a student has two records which align with the “110% Prior to current year association crosswalk” chart which can be found in the report notes.

Example: Prior to the release of the 11.8 update, a student that tested in writing in grade 4 would be matched against their grade 3 reading exam scores to determine if they met at 110%. If the students reading score was failed and the students writing was met at 110% this would create an indicator that the student met the 110% criteria. This would be in error.

As of update (11.8) a student that tests in grade 4 writing that fails will stay on as at risk and will have to wait until they test in grade 7 to determine if they passed at 110%.

 

How to view prior year to current year assessment results in report.

This report contains a lot of extra information about both the prior year and current year tested subject for informational purposes only.

The prior year met/not met references the final score for the student and will be semi-highlighted in orange. Not all current year ‘At Risk’ students failed an assessment the prior year so this report will list students with both ‘Y’ and ‘N’ score values.

For those students that have a ‘N’ in the prior year assessment met/not met column follow the line across to the current year met 110 percent column to see if they met the 110% requirement. If there is a ‘Y’ this means they failed the prior year but met the current year at 110%. If there is an ‘N’ that means they failed the prior year and they did not meet the 110% for the current year. Even if they passed the current year, the needed to pass at 110%

Current Year Met 110 Percent Column
The current year met 110 percent column will show a value for all students who are on the list regardless of prior year status. It is just there to confirm if the student passed at 110%.

This report may be filtered at the campus level

 

Items to consider if you feel you are missing associated test results
If you are not seeing an associated reported value either for the previous year or the current test cycle, please revisit your file center files to ensure that the most updated assessment values have been uploaded into your database.

 

Consider Exporting Table for further extraction
This report can be exported to an excel file and from there you can filter by all the prior year met/not met column to all ‘N’ values and then filter the current year met 110 percent column to either ‘Y’ or ‘N’  or you can just filter by the last column value and look for all the ‘Y’ values to see who failed the prior year but met at 110% for the current year.

We are currently aware that the file provided by the college board as a download to districts is generated as an excel (XLS / XLSX). However the file is actually mislabeled by the college board as it is a CSV file saved as an XLS file. We have made adjustments in our file center upload to accept the current XLS file. Please download this file locally to your computer and DO NOT attempt to open or change it. Just upload it directly into the file center.

Due to annual changes in the ACT data file format, OnDataSuite requires users to specify an associated testing year during the upload process. The year ranges the ACT file provides are specified within a date range that may not correspond to a districts calendar year.  Please use caution when assigning an associated year.

CCMR EWS Supplement
This will be a locally created excel spreadsheet file that will allow districts to indicate students eligibility for Industry Based Certification, IEP and Armed Forces in the absence of these coded values in the current year PEIMS file.

The following columns displayed in the CCMR Early Warning System are dependent upon a future PEIMS upload files to determine if a student is eligible for CCMR point accumulation:

  • Industry Certification
  • IEP
  • Armed Forces

As these files are typically uploaded and confirmed by the following years October PEIMS submission, these areas may not form an association in time for districts to have a preliminary view of their upcoming affect on accountability.

OnDataSuite has developed an other ( ‘S’ ) alternative file upload procedure for districts who would like to create an indicator to show preliminary point accrual for these areas.

 

The uploading of this file will only affect the CCMR EWS report. Upon its upload it will create an column indicator value of ‘O’  to signify that the district has uploaded a place holder value other than the standard Yes (‘Y’) or No (‘N’) column value associated with a PEIMS confirmed record on file.

Testing Issues Roster
During the 2017-18 testing year, there were several districts throughout the state that were affected by online testing issues. As a result, many of the students that were affected were not counted in last years accountability values. Districts were notified and provided with an excel list of their students that were affected.

Due to the exclusion of these students, OnDataSuite’s preliminary A-F and PBMAS calculations were not accurate. As a temporary remedy, ODS allowed districts to upload their excel file into the testing issue roster file center and the upload of this list removed the students from both numerator and denominator aggregates resulting in far more accurate values.

While we do not anticipate this happening again this upcoming year, if it does, districts will need to upload the list provided to them from the state once again.

 

 

ODS Calculated Values (Used in absence of TEA CCMR upload file):
This component combines uploaded PEIMS, AP, IB, SAT, ACT, and TSIA (Accuplacer) data files of all graduates to check who MET any of the listed requirements below.

  • AP Met – Values derived from AP data file from The College Board
    A graduate meeting the criterion score on an AP examination in any subject area. Criterion score is 3 or more for AP.
  • IB Met – Values derived from IB scores from International Baccalaureate
    A graduate meeting the criterion score on an IB examination in any subject area. Criterion score is 4 or more for IB.

 

  • *SAT Met – Values derived from SAT data file from The College Board
    ELA/Reading Met SAT – Score must be >= 480 on Evidence Based Reading and Writing (EBRW)
    Math Met SAT – Score must be >= 530 on Mathematics

If any one item is met from the aggregate of this list the student will be included in the Number of Graduates Who Accomplished at Least One of the CCMR Indicators total. The students who only meet the CTE Criteria Met indicator are counted as .5.

Graduation Rate

  • Requires Final Graduation 4, 5, and 6 year Longitudinal files found in TEAL>ACCT – Accountability>Final Graduation and Dropout Information>RES-Research and Analysis tab to be uploaded in the File Center under ‘TEA Cohort List’.

STAAR Component Details

  • Overview of assessment level totals for all subjects combined at the approaches, meets and masters levels.
  • Achieved STAAR raw score, associated scaled score and calculated weighted point value.

CCMR Component Details

  • Achieved CCMR raw score, associated scaled score, calculated weighted score, minimum size requirement, method used to achieve value.
  • Method will be listed as ‘TEA’ only if TEA CCMR files have been uploaded into the file center
  • Method will be listed as ‘ODS’ if values are derived from calculations using independently uploaded data files in lieu of CCMR files.

Graduation Rate Component Details

  • Achieved Grad Rate raw score, associated scaled score, calculated weighted score, minimum size requirement, method used to achieve value.
  • Method will be listed as ‘GRAD’ only if TEA 4,5 and 6 year longitudinal cohort files have been uploaded into the file center
  • Method will show as blank and calculated annual dropout rate will be used in lieu of TEA 4,5 and 6 year supported data.
  • The better rate of the last 3 years from TEA will be used

Final Scoring

  • Domain scaled score determined by total weighted points to scale score conversion
  • Performance rating reflective of state scale score to grade conversion

  • After uploading the state CCMR file, you will see a secondary box titled “(CCMR) College, Career, Military Ready From: TEA”

School Progress Domain – Part A Student Growth – Summary
  • District and individual campus overview of calculated growth point 0, .5, and 1 point values using the methodology supported in the TEA manual chapter 3 school progress
  • Total points are determined as total number of students that had any growth measure regardless if they gained points or not
  • STAAR Progress measures are aggregated total of any value greater than 0 points
  • Academic growth score calculated as total available points/total scored points .

School Progress Domain – Part A Student Growth -Detail

  • Same as Part A summary report but with greater detail
  • Each level is separated into quadrants that you can drill down into
  • Relative performance score as calculated from your domain 1 score
  • Eco-Dis Percent determined from PEIMS file
  • Scaled score calculated from TEA manual chapter 5-School Progress, Part B: Relative Performance Lookup Tables

System Update Log
As this report continues to evolve it may be periodically subject to changes.
CCMR EWS System Update Log

Summary:
The CCMR EWS report calculates the CCMR status of ALL students at your LEA as derived from your PEIMS file uploads. It performs the following tasks:

  • Duplicates the reporting capabilities of Domain 1 A-F CCMR report but allows for search throughout all grade levels
  • KEY differences between A-F CCMR report and CCMR EWS system
    • Removed the binding 12th grade restrictions required by the TEA manual to allow search for all grades
    • Search through all found students for ANY CCMR indicator achieved by student regardless of grade or year
  • Provides a yes ‘Y’ OR no ‘N’ value in its respective column when there are supporting data files associated a student ID
  • Provides a CCMR Met value of ‘Y’ for students that have met at least 1 of the CCMR criteria
    • Note: Beginning with the 2019-2020 class, we have removed the .5 value from the Coherent Aligned IBC CTE PEIMS column as specified in the 2019 Accountability manual (pages 15-16).
  • Provides an ‘S’ value in its respective column when a CCMR EWS Supplemental file has been associated with the students ID. This value serves as a place holder for future student codes of any Industry Certification, IEP or Armed Forces. File Association and Definitions:
This report will depend heavily on all required files to be uploaded into the system. It relies on PEIMS, AP, IB, SAT, ACT, and TSI (Accuplacer) data files to check who MET any of the listed requirements.Missing files will result in a value of ‘N’ for items which have no association.

    • Requires Final Graduation 4 year longitudinal files found in TEAL>ACCT – Accountability>Final Graduation and Dropout Information>RES-Research and Analysis tab to be uploaded in the File Center under TEA>Cohort Longitudinal area.

2021 Participation Rate: All Students, All Subjects
Calculated current year participation rate for each campus to determine if the preliminary participation rate was greater than or equal to 95%. This calculation uses the TEA released 2021 Alternative Evaluation FAQ (July 2021) methodology shown in item 6 on page 2 of the following FAQ document.
